Florida Unemployment Benefits Extension – 20 More Weeks

In 2009, the 2009 stimulus package was created by President Obama and provided extra funding for states to extend the length of unemployment benefits if necessary.  Most states have a fixed number of weeks available for benefits but can increase the number of weeks if necessary.  The Florida unemployment rate in April was 9.6%.

The state of Florida recently approved an extension of the unemployment benefits by 20 weeks as a result of Senate Bill 810 sponsored by Sen. Rudy Garcia, R-Miami and Rep. Dave Murzin, R-Pensacola.  This applies to unemployed persons who have already used up the previous maximum of 59 weeks of unemployment benefits.  The legislation allowing this EB extension was signed by Governor Charlie Crist and will provide more benefits for up to 250,000 unemployed Floridians.  The payments will be up to $300 per week.

The money to pay for these extended benefits will come from the stimulus package of 2009 – about $415 million in total.

The agency responsible for these benefits is called the Agency for Workforce Innovation – they expect to start sending out the extended benefit checks in July.  According to a spokesman from the agency Robby Cunningham – some people might be able to collect benefits retroactive to February of 2009.

“It’s actually retroactive to February 22nd of this year so some qualifying receiptence could receive initial payments up to 5,100 dollars.”

Please note that any retroactive payments will be from February 22, 2009 or when your last claim ran out – whichever is later.

How to apply for extended benefits

If you qualify for the extended 20 weeks then you still have to apply – go to www.floridajobs.com and click on the big red “Extended Benefits” square near the top of the right side of the screen.  The actual link which will open up the application form is here.  You can also fill in and mail the EB application to the address indicated on the EB notice/application you will be receiving in the mail.

How do I know if I’m eligible?

Here are a few guidelines you can use to determine eligibility:

  • You are totally or partially unemployed.
  • You exhaust all entitlement to regular and emergency unemployment compensation (EUC) benefits prior to February 22, 2009 but your benefit year ends after February 22, 2009.
  • You exhaust all entitlement to regular and emergency unemployment compensation benefits after February 22, 2009.
  • You are not eligible for unemployment compensation benefits in any state (including Puerto Rico, the Virgin Islands, The District of Columbia) or Canada.
  • You satisfy all requirements of the Florida UC Law that apply to regular UC and EB, such as being able and available for work, and have not been disqualified from receiving benefits based on your reason for separation.
  • You actively seek work for each EB week claimed and provide the work search record as instructed.
  • You do not refuse an offer of suitable work or fail to apply for suitable work.

New Developments on Federal Unemployment Extensions

Updated: Number of individuals who have run out of benefits is now over 631,900.

Congress and President Obama have reauthorized the federal extensions of Unemployment Insurance (UI) benefits for ten months, sparing an estimated 1.1 million unemployed Californians from losing extension benefits shortly after March 4, 2012.

This latest federal legislation does not include any additional weeks of benefits; it extends the filing deadlines for starting any new tier of the four tiers of federal extension benefits available. It also extends the filing and payment dates for those who are currently collecting benefits on the separate extension known here in California as the FED-ED.

Additionally, the legislation will gradually reduce the number of maximum potential weeks available from up to 99 weeks to up to 93 weeks.

We are committed to keeping our customers informed of all developments regarding federal extended unemployment benefits that may impact them, and will continue to monitor developments closely. We encourage you to watch for updates on this EDD website and on our EDD Twitter and Facebook pages.

In the meantime, here are the details on the current status of the unemployment extension benefits program.

Current Benefits Status

Currently, there are more than 1.1 million people certifying for benefits in California. The majority of these customers are collecting on a federal extension claim while the remainder are somewhere in the midst of a regular unemployment claim. A regular claim provides up to 26 weeks of benefits and federal extension benefits provide up to another 73 weeks of benefits if filed before September 1, 2012, and 67 weeks of benefits, if filed after September 1, 2012, provided by the federal government due to the length and severity of the economic recession. Between regular and federal extension benefits, the EDD has paid a total of $17.1 billion in benefits for calendar year 2011 and $2.0 billion so far this year (as of February 14, 2012), and is currently paying about $327 million a week. These benefits provide critical sustenance to unemployed workers and their families, in addition to local businesses where much of the benefits are spent on basic needs.

* In order to be able to continue to file and pay FED-ED extension benefits, California’s unemployment rate must meet a certain threshold. As long as California continues to meet the unemployment rate threshold, California will continue to be able to file FED-ED extensions through the effective date of December 30, 2012.

Customers Who Have Run Out of Maximum Benefits

The maximum total of unemployment benefits remains up to 99 weeks of benefits for extensions filed before September 1, 2012. As of February 27, 2012, there have been more than 631,900 unemployed workers in California who have run out of all available benefits, up to the 99 week maximum.

Unemployed individuals may be eligible for assistance to meet basic needs as well as other services such as health care, counseling, employment and training assistance. Wow, now I am even more lost! I claimed the last two weeks of my balance today, well, I only have 19.00 left so i would consider today almost the end of my balance, and it waas Tier 4. I understood, by what this Ms. Dickey told me in her email, that when they get the order from Labor dept we would be able to get 10 more weeks, and that’s it, I am talking about the people that have gotten to the end of their Tier 4, like NAS23,….my mind is going round and round, I just pray that what Ms., Dickey told me and NAS 23 is what it is,,,please post anything new that might pop up!

I called the Unemployment office yesterday and the representative said that they did not have any information just yet. I am on Tier II right now and desperately need to know if they already had information regarding to being able to go into Tier III once my Tier II ends. They simply told me that they did not have any information yet. So I am as worried and concerned and the unemployment website has nothing posted. If anyone has any information for us Floridians, please post. Thanks so very much!!

Hey, NAS! I understand you are at the end of your TIER IV, like me, right? did they not tell you in the email they sent you that you would go back to the $3,000 amount once this was approved and set>? this is AWFULLY confusing! and I think that you are about the same situation I am, will end my final balance, on March 13, for which I will collect not even a week’s amount, just only $19.00 and that’s it for my TIER IV, please let me know if this is correct?

Hello Ann I was told once my TierIV would finish I apply for EB and my credit would be 3565 that’s 80% of my full EUC and that the dates will change…New York already has theirs updated its frustrating

Someone, somewhere, ought to realize how critical such things are to us all. We are moving to Massachusetts, where there may be a better chance of work, living with family until we can rent again. This extension will make a huge difference on how things are done. I also called FL office and was told there is nothing to tell. My Tier IV ended two weeks ago.

THanks NAS, for your reply, I was sure I had read your email at that time and said what you are saying now, I am going nuts here, all I think about most of the day is this problem with the State of Florida not getting the info, I apply everyday for several jobs that show on Career builders, Craigstlist, etc, but noone calls, and you have to be specially careful with Craigslist as they have a bunch of scammers with their infamous long letters saying they are in Australia, Canada, etc, you know which ads I mean, right? Well, I am glued to the pc, i check this site several times, as soon as I hear anything I will rush and post, all others PLEASE do the same! We want to work but noone calls us and we need to keep on living! Regards to all here!

Some Helpful or encouraging words-maybe?

I went to the office here in Illinois today and asked what my status is? I didn’t even know what program I fell under or how many weeks were left in it or What tier I was in. The man i spoke to was extremely helpful and polite. He said I am now under the federal extention and will be on it for 14 weeks, then tier 2 , then tier 3 etc. Illinois should be the same as Florida and all other states right? as far as the fed extention goes. So I am hoping that Florida will get you all the word soon and set the record straight.
I was in a hurry to get over to the VA Hospital for an appointment. So I left without really knowing If I would draw every week in all Tiers- or would i fall out of the eligibility somewhere down the road. Sorry, but I hope this is of SOME help to you all. I didn’t want to miss my VA appointment. This Guy did give me his personnal number and extention and offered me to call him directly if i have any questions or problems. Hi Walt! Thanks so much for your input! The prob here is that I, and NAS and some other friends here, are, either finalizing Tier 4 or have ended Tier 4, so what we are waiting anxiously is for this new extension that the Prez signed on 2/20, that’s what we are trying to find out what it includes or if it is an extension of the EB that we were supposed to get just one week after we finalized the Tier 4, see what I mean? NAS got an email from Ms. Dickie telling him they were waiting for labor dept order to start the new extension, so far, they have not received nothing, I think they have instructed the representatives there to say that “they don’t have any clue about any extensions” , they probably do know there is something already signed, but they don’t want to admit it. I am so stressed thinking all day about this darn thing that you would never imagine, anyway, thanks again, Walt, again, it is not our fault to be like this, have a swell day, will be back later today,

Yes it’s frustrating because I am still checking every hour.. it’s now March 1st and still no word….something is not right…

I am very confused and frustrated I am a single mom and I still have no news…why is it that NY EB program is until May 13th and we still have nothing yet here makes no sense

Well I just called and was told EB will not get extended I was lied to by Ms Dickey and I wrote her an email also

I just got off the phone with unemployment and the rude lady told me that EB was not getting extended at all

Just spoke with Joan Hogan from Governor Rick Scotts office..They just received from Depart of Labor the approval for EB to get extended she said it might get triggered off in April July or September but looking more like July…She was very helpful…Which is good news for us

Important Information on the Emergency Unemployment Compensation (EUC) program, Extended Benefits (EB) program

On February 22, 2012, the Middle Class Tax Relief and Job Creation Act of 2012, Public Law 112-96, was signed into law, which provides an extension of the eligibility dates for the Emergency Unemployment Compensation (EUC) program.

Emergency Unemployment Compensation (EUC)- The new federal law extends the deadline for establishing eligibility in the EUC program, to the week beginning December 23, 2012. There is no phase-out period contained in the law. The last week payable on the EUC program is the week ending January 5, 2013 regardless of any benefits remaining on the claim. Four tiers of federal EUC benefits currently remain available to eligible beneficiaries:

Tier I: Under this new law, unemployed workers currently receiving benefits from their regular state claims have until week ending December 22, 2012 to exhaust their state benefits and establish eligibility for EUC Tier I, which provides up to an additional 20 weeks of benefits.

Tiers II, III, and IV: Unemployed workers currently receiving benefits on EUC Tiers I, II and III, can now qualify for the next level of benefits if their current tier is exhausted by the week ending December 29, 2012. EUC Tier II provides up to 14 weeks of benefits and Tier III provides up to 13 weeks of additional benefits. Tier IV provides up to 6 (six) additional weeks of benefits.

Those who will exhaust EUC Tiers I, II, and III between now and the week ending December 29, 2012 will be automatically enrolled in the next level of benefits.

Those who received a final payment notice for regular, EUC Tier I, II or III will be automatically enrolled in the next level of EUC and can begin certifying for the additional benefits during their regular claim reporting cycle.

Customers are encouraged to check their claims online to determine if they have weeks available to claim.

Extended Benefits (EB) – The federal law effective February 22, 2012 also extends the eligibility period for EB through December 22, 2012. Florida will continue to pay EB benefits; however the state will likely trigger off of the EB period between April and June, 2012.

Important Facts:

No new tiers of benefits were created.
The department will notify potentially eligible customers of both programs by mail with instructions on how to receive benefits.

Thank you so much NAS! But please, if you can, and if you understand this fully, …do we have to wait until all those months pass to continue receiving the new extension? I mean, in my case, I already will be thru with Tier 4 (IV) on March 13, does that mean I will not be able to apply for anything until April or May or June? I will be evicted in April if I don’t pay and I don’t have any rent monies for April, omg, I pray this is not the case, and …NAS, you are about the same as I am, already finishing Tier 4, right”? Hey, No it means once your account hits zero you apply the next day mine is this saturday so when I claim on Monday Tuesday I will apply for it…hope that helps

Aaahhh! That’s a different story! I only have 19.00 left, I was supposed to have claimed that one week on March 13, Tuesday, but they told me as it is just one week i can claim it this coming Tuesday the 6th, so I guess, by what you are so KINDLY explaining here, I can claim the EB the next day! I hope I am right, my mind is much too overworked, nerves can play havoc on you, you know! but I imagine it will be just one week of EB until they settle this whole hullaballoo or what? NAS you have helped quite a few of us desperate ones here! God Bless, I’ll be back.

You can claim your EB now it will pay until it triggers off which could be end of April or June so that saves you a few months extra

So, one more and I won’t bother you anymore. promised. It’s just that, like I said, I am not thinking clearly at all, way too nervous and scared…

By what you say, I, you, others, will apply for just one week of EB and then we have to wait and don’t get any more weeks until they decide, April, June or whatever, to continue the approved extension? Please forgive so much asking, I am going NUTS here!

I’m a 99er & have been on this blog a long time. I received 20 weeks of EB. I’m not sure how they’re doing it now, but back when EB was approved before, it was first approved by the Federal Gov. (senate/house) & then signed by the President. The delay was always at the state level as it now needs to go to the FL Senate for approval. Once approved, Rick Scott has to sign it. It’s all Federal funds, but just like the federal money Scott turned down for the rail from Tampa to Orlando, he has to approve it. He has already cut the regular FL unemployment rate from a max of 26 weeks to 23 weeks, so who know what he’ll do. Since he is up for reelection, I would suggest calling/emailing/faxing his office constantly to get it moving. The more noise; hopefully, the faster it will get done. Keep fighting & keep smiling 🙂

Hi, Mark! here’s one of the 99ers that has been for quite a while in our blog, and others that come in once in a while, and for whom I feel awful as they are waiting like crazy for something to be decided on their case and has not happened, i really honestly feel real bad for what is happening to them, some have even banished from the blog, Heaven knows what happened to them, blessed souls……

and you, NAS, t hanks again, my friend, I hope I will be able to at least sleep three hours tonite with the latest news, I was dreading to death the feeling of a sheriff coming to my apt. door asking me to vacate and then go where? under a bridge or to a park? This is all so very confusing. I live in Florida and have collected what I thought to be all of my benefits. My Tier IV ended the last week of Dec. I collected the 1 week of EB in January. And I thought I was done with collecting. And just for the heck of it, I went online the 2nd week of February to see if there had been any changes to my account. And to my surprise my account showed $5500 with 2 weeks to claim. The $5500 is shown as “The following is current information for your regular unemployment claim”. BOY WAS I SHOCKED!!!!
So I claimed the 2 weeks, received payment and have continued to claim with payments being made.
Can anyone explaine this?????? I’m afraid to call unemployment and question it….

I think we are in the same situation. I went to my unemployment office here in Illinois this past wednesday to ask about my status (I thought I was done with all benefits) .
But the man told me I am now under Tier 1 under the new Federal extention. Tier 1 is for 14 weeks he said. He gave his personal extention and full name and said to call him if I had any issues or problems/questions. very helpful. Nice feeling isn’t it?Said I should go on into Tier 2 afterwards. Hope he is right. take care! I file again on Monday.

My Son is an English Teacher overseas. Doesnt pay much. can go there for 6 months or contract for a year. You live with a Host Family for free. there is an age cutoff but not sure what age.
My son is 36 and enjoying the experience! we keep in touch with Skype and facebook…

I don’t understand the part about “however the state will likely trigger off of the EB period between April and June, 2012” Can anyone tell me what this means???? Is this saying that our EB will end sometime between April and June of 2012????

I don’t understand the last sentence. Can anyone tell me what this means???? Is this saying that our EB will end sometime between April and June of 2012????

EB triggers off & on based on the unemployment rate (3-month average). In FL, it used to be if the 3-month average was 8.0% or higher, you got up to 20 weeks of EB (this is what I got a few years back) . If the 3-month rate is at 6.5%, then you can only get a max of 13 weeks. I think if it drops below 5%, it triggers off. This info should be on the DOL website. I don’t think they would have changed these figures. Hope that helps.

I tried to claim my last balance of $21.00 and could not, I was told that because of a problem I should try this afternoon after 3, then I called and spoke to one of the reps and he said that after I claim the 21.00 and after that, when I claim the one EB week that’s it, no more extension no more nothing. I got all worked up and right now I am going crazy. How can he tell me this? could he be totally wrong? I see people here that after they finished their last balance and their last one week EB, they got more weeks! Please someone clear me up on this, I am getting sick over this! Thank you all.

Good Morning I just filed for EB waiting to see if I get approved now but I was told that it wont trigger off until maybe April or June…and the March 10th date is no longer valid..Have you tried writing Mrs. Dickey

requirement for this program are:
1 . at least 2 years of college
2.criminal background check
3. an interview on Skype
4. ages 20-60
5.a TEFL certificate (teacher of English as a Foreign language). Not Required but very Nice to have.
My son is in Republic of Georgia. but there are other countries that have this program running (vietnam,china, etc) go to the site in previous posting and look to the left sidebar.

Hello! That man I spoke to this morning that told me all those aggrievating news about my case is a mean person, he did not have the facts correct or he wanted me to feel this bad. I finally get to speak to Ms. Hagan, a wonderful specialist who calmed me down and told me that after I claimed my last week of 21.00, which still I haven’t been able to today because the computers were having a problem with people claiming today, or something like that, then I will apply for EB right away, I should be getting about 10 more weeks, all depending on when they trigger off, which should be anytime between APril and June, she honestly did not know and said I might be able to collect the whole 10 weeks. So, I had to take a tranquilizer which I am not used to and try to avoid at all cost because I got extremely agigated after I spoke to that awful man in the morning.

Hi, Vince! Ok this is as far as I know, after I spoke to a specialist today at noon which also coincides with what our friend NAS23 reported last week:
When you have a “0” balance on your TIER IV (4), you go to apply for the Extended Benefits Application on their website, (remember, it has to be the EB Application, ok?), you will get your 1 week of EB andthen whatever amount they decide to give you after that, in my case is approx 1o weeks after my 1 week of EB. I hope they don’t screw things up, this first man I spoke today in the morning was mean and I am sure he wanted to make me feel awful. After I spoke to Ms. Hagan everything changed for the better.

Good news for me, too. I now have 20 weeks showing as available on the website, or $5500. I made the EB application last Friday. My tier 4 ended three weeks ago. I will feel really good when I see that money in my account. Thanks to you all for you support as this was being determined.

I got my fed extension too.

My experience was this. I went to the FL site on Friday; it allowed me to file for three weeks, contrary to filing for my last week the middle of February. On Tuesday, I went to the site and saw the message that the extended benefits were given and that I had $5500 available. No money in the account at this point.

NAS, so sorry to hear about a death in your family! That’s why you hadn;’t shown up in the forum for a few days…so sorry, again.

I tried to claim my only week ($21.00) left as I was told by Unemp Dept. and the system will not let me. can you believe this? I have to wait to the 13th to claim a miserable amount of 21.00. when I was told by several people, including Ms. Dickey and Hagan to do it this week. I am so tired of all this, I can’t wait to find a darn job, thank the Lord I will have at least for maybe, just maybe, two months rent with the few weeks I will get, but on top of that is the light, part of the food and essential miscellaneous like medicine and stuff. This is unreal.
