Ohio Unemployment Benefits Extension – 13 More Weeks?

by Mike Holman on September 23, 2009

The Ohio unemployment rate has reached a level of 10.8% as of August, 2009.  Legislation recently passed by the house (Sept 22) called Bill H3548 will allow any states with a total unemployment rate (TUR) of 8.5% or higher to be eligible for federal funding which will allow 13 more weeks of extended unemployment benefits for those people who have exhausted all the current benefits.

This move was made as part of the stimulus package for 2009 effort which is designed to help the economy recover as quickly as possible and for unemployed people to be able to keep paying the bills while they look for work.

Is this extension law yet?

Not as of Sept 23.  The senate still has to approve the bill and it is unclear how long it will take.  It is anticipated that the bill will pass Senate but it’s possible that changes will be made first.

Keep in mind that the previous extension (Extended Benefits) required state law changes since EB is a joint federal and state program. EB required a change in federal law and then required state laws to be amended.  The legislation that recently passed the House (H3548) is an extension of Emergency Unemployment Compensation (EUC). This does not require state law changes so it won’t require the state legislature to change state law.  This means that it should take less time to get this extension than the previous one.

How much unemployment benefits are available now?

Currently somone in Ohio might be eligible for the following:

  • 26 weeks of normal employment benefits
  • 20 weeks of Tier 1 EB
  • 13 weeks of Tier 2 EB
  • 13 weeks because of Bill H3548 (not finalized yet).

How much are the unemployment benefits?

In Ohio the maximum benefits are $503 per week and the minimum is $105 per week.  There is also an additional $25 per week available because of the 2009 stimulus package.

Kevin and Irene I did the same thing. I still am filing every week even if it says denied. So when they get it going again I will have that already done. I hope and pray that they get it going again soon I am tired of this waiting and not knowing where I am going to get the money to pay for bills and food along with mortgage and not to mention car problems with an old car to boot. Anyway keep praying something is bound to happen. God bless all. Amen.

My response from Senator Sherrod Brown on a tier 5 Wed 4/28/10

Dear Mr.

Thank you for getting in touch with me about Unemployment Insurance and for sharing your personal story. I understand the dire circumstances that many unemployed Ohioans are facing through no fault of their own.

On April 15th, Congress passed The Continuing Extension Act of 2010, which provides a two-month extension for unemployment insurance retroactively through June 2, 2010. As debate continues on this issue, I will keep pressuring Congress to extend Unemployment Insurance – particularly for high unemployment states like Ohio – through the end of 2010. Additionally, I support a Tier 5 and am working with other Senators to determine how many weeks would be feasible and how to pay for it.

To apply for unemployment or to learn more about Ohio Unemployment Benefits, you may wish to visit http://unemployment.ohio.gov/.

Thank you again for reaching out to my office on this topic that is vital to the strength of Ohio’s economy and workforce.

Sincerely,

Sherrod Brown
United States Senator

GOP Warns of Democrats’ Coming Spending Spree
Tuesday, 11 May 2010 01:00 PM

Even as the European debt crisis rocks U.S. markets, congressional Democrats are poised to go on a huge spending spree during the next few weeks, potentially creating hundreds of billions of dollars in new red ink just before the Memorial Day recess.

Congress is looking at a crush of votes on big-ticket items sure to set up a debate on deficits less than six months before the November elections, The Hill reports.

Over the next three weeks, Democratic leaders are looking to send President Barack Obama a slew of measures costing more than $200 billion, according to The Hill. They include:

* A multiyear extension of unemployment benefits likely to cost tens of billions of dollars
* An extension of expiring tax provisions
* Medicare doctor payments totaling $180 billion
* Afghanistan war supplemental spending totaling $33 billion

I wrote a letter to Pres Obama asking him to solicit ideas from small business owners on how to create jobs. Maybe a staff could review these ideas on the eaiest way to hire more people. No one in Washington seems to have any ideas (or concerns). The media is reporting that the jobs situation is getting better. Not here in Ohio. Or Indiana or Kentucky. Seems that applcations are accepted but no one gets called.
What a mess.

Jobless benefits to stay at 99 weeks
May 27th, 2010, 4:43 pm · 5 Comments · posted by Mary Ann Milbourn

House Speaker Nancy Pelosi, (D- CA) said today that the latest version of the unemployment extension bill will only go to Nov. 30 and no more aid beyond the current 99 weeks of benefits is under consideration. (Tip of the hat to Jeff in CA.)

The new bill would allow the more-recently unemployed to move through the four tiers of unemployment benefits and Fed Ed through Nov. 30. It would also extend the 65% subsidy for COBRA health insurance premiums through November.

But there is no additional help planned for the 111,000-plus unemployed in California and thousands of others across the country who can’t find work and have exhausted their unemployment benefits.

“Members from low-employment areas are very concerned about the deficit,” Pelosi said at a press briefing today. “Members from high unemployment have concerns about jobs.”

The new legislation, she said, will concentrate on new jobs and “putting people back to work.”

The staggering level of “discouraged workers” as the government calls them has swelled to historic proportions in 2010, Roughly 1.1 million workers. The decline in active job-seekers, in fact, may be helping pad the employment picture at least on the surface.

“If it weren’t for the plunge in the labor force, the US unemployment rate would have climbed to 10% in May,”

What’s going on with unemployment benefits? Millions of people without money to feed their children. Does Congress not care about us? I tried to use unemployment debit card last week having 219.00 balance and was not able to withdraw any of it. Fortunately I have grown children who don’t depend on me but goodness this situation is going to hurt creditors and worsen the already problematic economy. And where is the media coverage on this? Good grief, I am going out now to apply for assistance via Medicaid until this debacle is resolved. I have absolutely no income, and I feel for everyone of us out there.

31 sunny June 27, 2010 at 12:01 pm

You want to know what the sad part of all this is that the goverment doesn’t give a rats *** about us people who don’t even have enough food to eat let alone pay our bills. I pray that God will forgive them for their ignorance as well as their greediness. I am sorry but I just can’t see how people can be so calous as to do this us who have absolutely nothing. I know one thing as soon as it gets to elections things will change. One thing lets all pray for a big change and not give up. My husband lost his job 2 days ago and we have no income coming in except his unemployment. If the Senate and the Congress or even our wonderful President had to go through this they wound’t survive. I hope you all are having a good summer despite all this money problems. I pray every night that something wonderful happens to all of us unemployed people. I pray that a wonderful abundant financial blessing happens to of all of us. God bless you all and keep writing.
Don’t stop praying because we all need it now. Peace and prosperity to all. Amen.

Did anyone of the 99′rs try to file this morning and nothing was there. I have been filing for 12 weeks and it said denied. I still had hope. This morning no more filing date. Everything was wiped out. I guess this is the end.

33 ela June 27, 2010 at 2:05 pm

for Irene and everybody else…the 99′rs

you still can file your weekly claim by calling the unemployment, and asking someone to put in your weekly claim for you.
I have filled this way for 3 weeks…after I couldn’t do that online .
Just call them on any day next week an ask a rep. to help you to file your weekly claim for the last week..
Hope this will help you…I still file this way ..

Since they took away my internet filing I try to file on the automated line but they refused me. Should I call and talk to a live person and they will help me file again. I have filed on my computer for 12 weeks and they all got denied. Does this mean if they pass a tier 5 I will get 12 weeks reto. Thanks!

Hi Kev! I just filed my weeks for unemployment. From now on I have to file every Wednesday with a real person. She took my last 3 weeks. I cannot file automatically unless something changes. Hopefully this means their going to extend our benefits. I don’t know if you read the Cleveland Plain Dealer but there was an article about Unemployment in the business section and the conservatives insisted that an extension of benefits would discourage people from seeking jobs. Ihave never known such cold hearted people. Have a good day!

44 tracy July 21, 2010 at 10:45 am

I filed over the phone because I could not do it online for the past four weeks, but nothing is showing up on the unemployment website. It still shows a zero balance and I just got a “Notice of Eligibility Issue” correspondence that won’t let me do anything with it. Sound familiar to anyone? I have seven weeks left until I am a 99er. Thanks for any info.

45 irene July 21, 2010 at 11:35 am

I’m a 99′r so I can’t help you. All i know is you need to keep filing. You will be retroactive. Hope it helps

46 Mike July 21, 2010 at 8:52 pm

Hey Tracy, I have the same problem with the “eligibility issue”. I’m assuming it’s the system being updated as they prepare for changing everything when this extension gets signed into law. I’m going to wait until the system is updated (should be shortly after the extension is signed into law) and then if the error doesn’t “correct itself”, I guess we’ll have to call in Monday and see if someone can fix it.

47 tracy July 22, 2010 at 1:12 am

Thanks Irene and Mike. I am in a panic, but my husband is a 99er and we looked at his correspondence from last December and he had the same “Eligibility Issue” then a “Denial” then a payment. I’m pretty sure when that happened we called and they said it was all part of the game and not to worry about it, but I am worried. We are scraping by just barely. Blessings to you all and let’s hope for the best. Please let me know if you figure this out. Thanks!

48 Mike July 23, 2010 at 4:15 am

Completely understandable Tracy. A lot of things that happen with this unemployment system cause so much stress that everyone could do without. I’ll keep you posted if I get any info, please do the same for me if you hear anything. Hopefully everything works out for the best. =)

49 Clueless here July 23, 2010 at 7:28 am

Does this newest extension include the 99ers, or is it just another band-aid fix to help the people still within the 99 weeks that have run out of filing time?

50 irene July 23, 2010 at 8:59 am

Doesn’t help the 99ers. Don’t know what 1.2 million people are going to do?
