My experience is that in NYC I generally found govt workers to be rude and unpleasant types who usually looked like they hated their job but whether the binmen, at the DMV or even immigration to be somewhat flexible (though certainly not always!). Now in Ontario they'll be pleasant and lovely and polite but will not budge on what "the rules" say however within the spirit and close to the letter you are. They'll even physically point to a list of The Rules while smiling condescendingly and uselessly at you. My blood pressure .....

Re vacation I have found that most bosses will work with you as an individual but then when an office manager or HR person steps in you start getting the "you've only accrued 6.5 days this year and you took two sick days in fiscal 2007 and vacation protocol page 3 paragraph b says blah blah blah." One reason I turned down a big money move to a big corporation, I can't be dealing with employee manuals at my advanced age!

I sometimes watch episodes of the old Andy Griffith show with my boys. This "rules and regulations" stuff is a regular theme of that show. Barney is always messing things up by consulting the rule book. Andy always takes the "why don't we talk to people and see what it is that they are concerned about?" approach.

I would think that that would settle the matter.

I've worked with a few people who seem to operating on "union rules" even though we were working in a place with no union. I think they would have been happier working someplace with a strong union.
